As a former Director for African Affairs at the U.S. National Security Council, I advised the President and National Security Advisor on U.S.-Africa policy—shaping initiatives that deepened trade ties, advanced regional security, and mobilized transformative investment. I've led multi-sector efforts to expand internet access, scale healthcare delivery, and unlock agricultural and energy markets—combining strategic vision with real-world execution.

F. David Diaz

Chief Operations Officer /

Senior Vice President for Strategy and Operations

F. David Diaz is a national security strategist and senior advisor who develops and implements innovative solutions across governments, international organizations, and corporations. Dave brings 33 years of experience leading people and solving problems in the Marine Corps, the Pentagon, the Department of State, the Intelligence Community, and the White House.

National Security and Foreign Policy Leader

Dave concluded his government service in 2025 after 15 years in the State Department’s Bureau of Political-Military Affairs (PM) – the primary interface between the Departments of State and Defense. His roles included director of an interagency task force countering illicit proliferation of advanced weapons to terrorists and insurgents, senior strategy advisor for the Assistant Secretary, and Pol-Mil program manager for capacity-building in Eastern Europe.

Dave served as Director for Africa on the staff of the National Security Council at the White House, where he coordinated national security policies and strategies for diplomatic engagement, military operations, and economic trade with the countries of the Sahel and coastal West Africa.

Before the NSC, Dave led strategy and policy in the Global Integration Directorate for the Joint Chiefs of Staff. Dave’s team coordinated military strategy seeking advantage in global competition and addressing trans-regional violent extremists. Dave managed the Chairman’s liaison with our closest allies and guided multinational military planning. Previously, he analyzed stability operations for the Under Secretary of Defense for Policy.

  • National Security Strategist – Over 30 years of leadership across the Marine Corps, Pentagon, State Department, Intelligence Community, and White House.

  • Global Policy Leader – Directed interagency and diplomatic initiatives in Africa, Europe, the Middle East, and Asia, advancing U.S. security and partnership goals.

  • Educator & Advisor – Council on Foreign Relations member and Georgetown adjunct professor focused on international security strategy.

Dave’s experience includes cooperating across federal departments, chairing international conferences, and coordinating with foreign governments. He led on-the-ground initiatives in Libya and Afghanistan, negotiated agreements in Vienna and Brussels, and established new programs in Central America and Southeast Asia. His innovations include leveraging U.S. military instructors for training at the NATO School and establishing an international group of military experts to coordinate assistance to fragile states. Dave began his career as a U.S. Marine Corps Officer and assault helicopter pilot with deployments to the Middle East and the Pacific.

A life member of the Council on Foreign Relations, Dave is also an adjunct Assistant Professor of National Security Policy at Georgetown University’s Walsh School of Foreign Service. He holds master’s degrees in international relations from Boston University and National Security Strategy from the National War College. Dave is married and has two adult children.

His experience spans mining, energy and infrastructure, pharmaceuticals, manufacturing, and information technology — industries where he has delivered measurable value and operational resilience.

Over his 25-year career, he has steered multinational organizations through complex growth, restructuring, and market expansion, aligning financial frameworks with corporate strategy while building cultures of accountability and performance.

As Chief Financial Officer for SEMS Mineral Exploration Group and TuNya Mining Company, he led multi-country operations, strengthened financial controls, and improved capital efficiency and reporting. At Banlaw Africa Group, a mining service company, he advanced governance and risk management systems to align with international standards.

Known for translating complex financial data into actionable insights, Joachim is recognized as a trusted strategic advisor to executive teams and boards. His leadership — defined by financial discipline, strategic agility, and a global perspective — enables organizations to navigate uncertainty and achieve sustainable growth.

John Abimanyi

John is an experienced strategic advisor with more than a decade’s experience consistently shaping high-level decision making, policy outcomes, and investment in East Africa.

John has leveraged deep expertise in international relations, public policy, and strategic communications while operating at the intersection of policy, business, and risk, to offer unique and actionable insights that have shaped the region’s development, technological advancement, and investment landscape.
